Mr. Williams has worked on a variety of construction related projects, assisting Veritas on the analysis of construction claims regarding schedule delays and productivity impacts. He has contributed to claims on projects ranging in scale from small residential buildings to convention centers.

Philip Helmes, PE

Mr. Helmes has over 40 years of practical project management experience. He has participated in numerous large-scale construction projects as design engineer, contractor, independent project inspector, owner’s representative and developer. Mr. Helmes experience has provided him with the skills and insight to effectively perform forensic analyses in the areas of delay, productivity, damages, technical and management root cause investigations as well as project management standard of care evaluations. He has performed these analyses and evaluations on a wide range of infrastructure and building projects. Further, Mr. Helmes has participated in complex mediations and negotiations and provided expert testimony under different adjudication  proceedings both domestically and abroad. Testimony has been associated with delay and impact analysis, damages, project management. Mr. Helmes’ collective experience gives him a keen ability to unwind complicated situations and provide clients sound guidance and opinions

Moseah N. Foster

Mr. Foster's responsibilities include the review and analysis of schedule delays, productivity impacts, cost overruns, and more. He has performed consulting services for utility-scale wind farms, hotels, sports stadiums, and other large-scale construction projects.

Nicholas G. Cerovski

Mr. Cerovski has performed analysis of construction claims including contract disputes, schedule acceleration/delay, productivity loss, and scope of work changes.  He has consulted on a variety of projects including oil and gas pipelines, stadiums, and highway construction.

Sarah E. Rommelmann, PSP

Ms. Rommelmann has over five years of experience consulting on numerous matters involving construction cost and scheduling disputes. She has been involved in the analysis of construction claim issues on commercial, residential, and public works projects, including – hotels, residences, stadiums, airports, hospitals, convention centers, heavy industrial, transportation systems, and other special use facilities. Ms. Rommelmann has worked on consulting engagements with owners, architects/engineers, general contractors, and subcontractors during her career. Ms. Rommelmann has prepared and analyzed claims for schedule delays and impacts including, labor performance and productivity losses, adverse weather impacts, material availability and delivery impacts, design and change order impacts, submittal and approval timing issues, and termination and substitution issues. Ms. Rommelmann has provided cost review services, including analyzing project estimates, job cost reports, and change orders.  She has used the results of her analysis to determine the reasonableness of the project estimate, allowable cost, and appropriateness of project billings. Ms. Rommelmann has also assisted in the development of recovery and completion schedules and provided schedule review services including peer reviews, progressing, and the development of fragnet activities.

Sean Dooley, CCP

Mr. Dooley has more than 10 years of experience providing dispute resolution and advisory services to both ongoing and completed construction projects located domestically and internationally. His dispute resolution experience covers the preparation, evaluation, and management of construction claims at the project level and expert-related services for litigation, adjudication, and arbitration proceedings for the power, process, industrial, and commercial construction industries. Mr. Dooley is experienced in entitlement evaluation, causation analysis, damage quantification for both cost and time, and report preparation for matters involving construction delay and disruption, labor productivity, prolongation, constructive and directed acceleration, change orders, weather events, termination, force majeure events, and design and construction defects. His advisory experience includes the commercial turnaround and delivery of capital asset projects, the development of project-specific progress monitoring tools, and the training and mentoring of project resources to develop a commercial awareness during the execution phase of projects. Additionally, Mr. Dooley has designed processes and procedures for ongoing construction projects focused on document and data retention, project controls best practices, and proactive change management practices. Prior to joining Veritas, Mr. Dooley held senior positions in numerous consulting firms, located both domestic and international, specializing in the provision of dispute resolution services for the construction industry and was assigned for six years to a power plant construction project in South Africa.

Zac Lipsitz

Mr. Lipsitz’s responsibilities include the review and analysis of schedule impacts, cost overruns, scope of work modifications, and additional work in various construction disputes. He has consulted on a variety of projects including transit stations, convention centers, apartment complexes, and restaurants.

Andrea E. Gibke

Ms. Gibke’s responsibilities include analyzing cost overruns and schedule impacts on construction disputes. She has assisted in the preparation of claims for issues such as loss of productivity, project delays, and completion costs. She has consulted on a variety of projects including hospitals, apartment buildings, and stadiums.

Cameron Ketchum

Mr. Ketchum’s responsibilities in the review and analysis of construction disputes include analyzing schedule impacts, cost overruns, productivity analysis, and scope of work modifications. He has consulted on a variety of projects including commercial buildings, convention centers, transit stations, and industrial complexes.

Alex Moore

Mr. Moore’s role involves evaluation of construction claims, such as change order reviews, productivity analysis, workflow, cost analysis, and other similar tasks. He has consulted on projects ranging from oil & gas pipelines, hotels, sports stadiums, and highway construction. Prior to joining Veritas, Mr. Moore worked as a Field Engineer and Supervisor for an oil and gas wireline service company. In addition to this, Mr. Moore has also worked as a cement engineer during well completion for an oil & gas service company.
