Andrew Robinson

Mr. Robinson brings a diverse skill set and a strong analytical eye to civil and environmental engineering, construction management, and structural design projects. He has aided in data set analyses and evaluations, and in developing resolution strategies for capitol project disputes. Mr. Robinson has been crucial in preparing clients for mediations and resolutions of contract disputes by identifying the parties and factors responsible for potentially added costs and schedule delays on large-scale projects. Mr. Robinson’s wide range of experience allows him to provide outside-the-box thinking when evaluating and delivering insight on the development and execution of successful projects. Mr. Robinson has helped in the mediation and resolution of contract disputes by identifying the parties and factors responsible for changes which add cost and schedule delays to projects. He has also reviewed contractor claims for labor, equipment, and materials, both quantitatively and qualitatively, to evaluate the veracity of these claim.

Philip Helmes, PE

Mr. Helmes has over 40 years of practical project management experience. He has participated in numerous large-scale construction projects as design engineer, contractor, independent project inspector, owner’s representative and developer. Mr. Helmes experience has provided him with the skills and insight to effectively perform forensic analyses in the areas of delay, productivity, damages, technical and management root cause investigations as well as project management standard of care evaluations. He has performed these analyses and evaluations on a wide range of infrastructure and building projects. Further, Mr. Helmes has participated in complex mediations and negotiations and provided expert testimony under different adjudication  proceedings both domestically and abroad. Testimony has been associated with delay and impact analysis, damages, project management. Mr. Helmes’ collective experience gives him a keen ability to unwind complicated situations and provide clients sound guidance and opinions

Margaret Fulenwider

Margaret Fulenwider has over 25 years of experience advising owners, architects, engineers, contractors, insurers, and counsel on a wide range of projects in public and private global sectors, including mass-transit, rail, airport, nuclear, highway, bridge, tunnel, power plant, process plant, oil production, wastewater, and also major commercial projects such as sports and entertainment arenas, museums, hotels, resorts, hospitals, residential, manufacturing, and mixed-use facilities. Additionally, she has worked on municipal and government facilities, including offices, courthouses, and libraries. Margaret's expertise includes program/project development; strategic and risk mitigation planning; management and organizational reviews; performance assessments; compliance audits; program schedule assessments; cost and schedule controls; owner's representative services; proprietary project controls and program management oversight systems; resolution of contract disputes; change order and claim reviews; schedule impact and productivity analysis; design errors and omissions assessments; litigation support; and alternative dispute resolution and negotiation support. Her contributions help produce on-target, cost effective, and intelligent infrastructure solutions.

Benjamin Barrett

Ben Barrett is a skilled project engineer with extensive capital project field experience, such as the development of budget and cost estimates, schedules, contracts, and engineering plans. He has worked on numerous demolition, rehabilitation, expansion, and construction projects across several industries such as pharmaceutical facilities, public transportation stations, convention centers, highways, bridges, airports, and sports arenas. Specifically, Ben’s expertise includes the use of cost and schedule controls; owner's representative services; resolution of contract disputes; change order and claim reviews; schedule impact and productivity analysis; design errors and omissions assessments; litigation support; and alternative dispute resolution and negotiation support. Ben has also been heavily involved in contract negotiations involving subcontractors, owners, and public utility representatives for both large public capital projects and privately funded ventures. Ben’s experience spans the fields of construction supervision, project management, dispute resolution and litigation assistance. Having 8 years of in-the-field construction experience, coupled with over 8 years of dispute resolution work allows Ben to have a uniquely balanced understanding of the necessary elements for a successful project

Michael Archard, PE

Michael Archard is a professional civil engineer with over ten years of experience in the fields of engineering and construction. Michael brings a diverse skillset and strong analytics in civil and environmental engineering, construction management, and water resource design projects. Michael has helped in the mediation and resolution of contract disputes by identifying the parties and factors responsible for changes which add cost and schedule delays to projects. He has also reviewed contractor claims for labor, equipment, and materials, both quantitatively and qualitatively, to evaluate the veracity of these claims. Michael has a strong background in dam engineering and design, geotechnical analysis, hydrologic and hydraulic engineering, and water resource system analysis. He has extensive experience with finite element modeling, hazard assessments and various CAD and GIS software systems.

Sean Dooley, CCP

Mr. Dooley has more than 10 years of experience providing dispute resolution and advisory services to both ongoing and completed construction projects located domestically and internationally. His dispute resolution experience covers the preparation, evaluation, and management of construction claims at the project level and expert-related services for litigation, adjudication, and arbitration proceedings for the power, process, industrial, and commercial construction industries. Mr. Dooley is experienced in entitlement evaluation, causation analysis, damage quantification for both cost and time, and report preparation for matters involving construction delay and disruption, labor productivity, prolongation, constructive and directed acceleration, change orders, weather events, termination, force majeure events, and design and construction defects. His advisory experience includes the commercial turnaround and delivery of capital asset projects, the development of project-specific progress monitoring tools, and the training and mentoring of project resources to develop a commercial awareness during the execution phase of projects. Additionally, Mr. Dooley has designed processes and procedures for ongoing construction projects focused on document and data retention, project controls best practices, and proactive change management practices. Prior to joining Veritas, Mr. Dooley held senior positions in numerous consulting firms, located both domestic and international, specializing in the provision of dispute resolution services for the construction industry and was assigned for six years to a power plant construction project in South Africa.

J. Bryan Shine

Mr. Shine’s responsibilities include analysis of construction claims related to schedule delays, cost overruns, productivity impacts, and additional work.  He has consulted on projects for pipelines, compressor stations, and high rises. Prior to joining Veritas, Mr. Shine was Assistant Superintendent for a large commercial general contractor.  He has experience in project administration, client and subcontractor relations, quality management, safety enforcement and work planning.  Mr. Shine has worked on projects in higher education, healthcare, data centers and commercial development.

Timothy L. Geeslin, CPA, CFF, CIA, CCA

Mr. Geeslin has more than 40 years of experience in accounting, finance, internal audit, operations, sales, and marketing. Over the course of his career, Mr. Geeslin has performed internal audits in a variety of industries including: banking, construction, government, retail, and real estate, among others. He has served in accounting and operations, in real estate development and property management, as well as in sales and marketing in the staffing and technology industries. Since joining Veritas, Mr. Geeslin has consulted and performed cost analysis and cost reviews on a variety of matters including airports, pipelines, power plants, rail facilities, refineries, and commercial construction projects. In addition, he has consulted with clients on a variety of dispute resolution matters including cost, financial, accounting evaluations of complex commercial litigation disputes. The types of matters for which Mr. Geeslin has provided services include: Federal Acquisition Regulation compliance reviews, breach of contract disputes, business interruption, bankruptcy, insurance disputes, white collar fraud investigations, construction claims and business valuations.

Lisa M. Buck, CCA CCP

Ms. Buck has more than 37 years of experience in construction and consulting. Her project experience spans a variety of areas and responsibilities including project management, contract negotiation and administration, estimating, cost control, subcontractor coordination, consulting, expediting, budget management, safety, design development, and scheduling. Ms. Buck’s construction experience includes the following types of projects: power plants, offshore platforms, data facilities, university and high school facilities, low and mid-rise office buildings, hospitals, space/missile support facilities, performing arts, chemical plants, and paper mills. Ms. Buck’s construction experience includes public, private, and government funded projects in domestic and international locations. Since joining Veritas, Ms. Buck has consulted on a variety of construction matters including pipelines, stadiums, water treatment plants, power plants, museums, hospitals, schools, data facilities, rail, roads/highways, independent/assisted living facilities, and airports. Her efforts have primarily involved schedule analysis, quantification of construction delays, acceleration, evaluation of disruption claims, construction cost analyses and review, mediation support, and analysis of claims regarding defective work. Prior to joining Veritas, Ms. Buck held positions with Brown & Root, Incorporated in various locations throughout the United States and in Bahrain, with Linbeck Construction Company, and with Zachry Construction Company.

James E. West

Mr. West has over twenty years of consulting experience involving construction cost and scheduling disputes. Mr. West has provided expert testimony on schedule and cost issues. He has provided expert consulting services on construction claims, government contract disputes, surety matters, subcontractor close-out, subcontractor default insurance, and project completion scheduling. Mr. West has consulted on a variety of projects including airports, condominiums, convention centers, hospitals, hotels, pipelines, processing and manufacturing facilities, retail development, stadiums, transportation, and other special use facilities. Mr. West has prepared and analyzed claims for schedule delays, disruption, and acceleration events. He has also provided schedule services which include peer reviews, schedule progressing, and creating and inserting fragnet activities. Mr. West has assisted in the development of baseline and completion schedules. He has analyzed project schedules and developed recovery schedules on troubled projects. Mr. West has analyzed and calculated damages and costs-to-complete.
