James E. West

Mr. West has over twenty years of consulting experience involving construction cost and scheduling disputes. Mr. West has provided expert testimony on schedule and cost issues. He has provided expert consulting services on construction claims, government contract disputes, surety matters, subcontractor close-out, subcontractor default insurance, and project completion scheduling. Mr. West has consulted on a variety of projects including airports, condominiums, convention centers, hospitals, hotels, pipelines, processing and manufacturing facilities, retail development, stadiums, transportation, and other special use facilities. Mr. West has prepared and analyzed claims for schedule delays, disruption, and acceleration events. He has also provided schedule services which include peer reviews, schedule progressing, and creating and inserting fragnet activities. Mr. West has assisted in the development of baseline and completion schedules. He has analyzed project schedules and developed recovery schedules on troubled projects. Mr. West has analyzed and calculated damages and costs-to-complete.

Kenneth E. Monson, CCA CCP

Mr. Monson is a Senior Vice President in Veritas’ Houston office with more than 30 years of experience in construction project management and consulting.  His expertise includes project management and project oversight, mitigation of project risk, contract administration, schedule analysis, construction cost analysis and forecasting, and dispute resolution.  Mr. Monson has a demonstrated ability to quickly assess and understand the risks encountered by various stakeholders in a construction project or construction dispute, and to perform the relevant analyses and investigations necessary to provide his clients with accurate, meaningful information to improve their decision-making. Mr. Monson has worked with owners, developers, investors, government authorities, sureties, contractors, subcontractors, architects, engineers, and end users on a wide variety of projects domestically and internationally, including, oil and gas pipelines, storage facilities, and processing facilities, power plants, manufacturing facilities, commercial and residential buildings, highways, rail projects, and public works projects, stadiums and arenas, hospitals, universities, museums, military installations, airports, and theme parks. Mr. Monson has provided project advisory services to clients on ongoing construction projects, which can include monitoring progress and resource usage, reviewing Contractor invoices for contract compliance, measuring productivity, change order review and/or negotiation, cost and schedule forecasting,  asset disposition, and assistance with contract close-out.  He has prepared and critiqued construction claims, assisted sureties in project investigations and termination decisions, developed and reviewed recovery schedules and acceleration costs on delayed projects, and monitored the completion of construction projects for completing sureties and lenders. Mr. Monson has provided expert testimony on schedule and cost issues in various State and Federal courts as well as AAA and ICC arbitration proceedings. Prior to joining Veritas, Mr. Monson held consulting positions with Navigant Consulting, Inc. and The Barrington Consulting Group.  He previously held field engineering, project management and estimating positions with Turner Construction Company and other contractors.

John L. Bailey

Mr. Bailey has more than 20 years of experience in consulting matters involving financial, economic, construction, and scheduling disputes. He has been involved in the review and analysis of construction claim issues on a wide variety of industrial, commercial, residential, public works, and infrastructure projects. Mr. Bailey has worked on multiple high-profile engagements including sports stadiums, airport terminals, office towers, power plants, educational buildings, and other special use facilities. His experience on construction contract claims covers the evaluation of schedule analysis issues including design related changes, adverse weather impacts, material availability and delivery, access and permitting requirements, contractor and subcontractor coordination, labor performance and productivity impacts, submittal and approval timing, and termination and substitution issues. Mr. Bailey has analyzed construction costs and compiled claims on a variety of projects including multi-billion-dollar projects. He has worked on consulting engagements for owners, developers, contractors, engineers, subcontractors, lenders, and insurers during his career. Mr. Bailey has provided expert testimony regarding construction delay and damage issues. Additionally, Mr. Bailey has assisted clients in resolving financial disputes, including breach of contract, lost profits, business valuation, and other financial matters.
